I have installed CATvids 9.24 in Windows Server 2008 R2 and CATweb 2.6 and both programs are working fine. However, when I have tried to access the web browser version of CATvids, it shows the following error message:

ERROR: There is a problem...a database must be specified in the URL when CATVids is not already running.

Try specifying a database in the URL, for example:
http://localhost/cgi-bin/catweb.cgi?cat ... x.xsl&db=C:\Documents and Settings\All Users\Documents\CATraxx\Database\sample.mdb

No Html File Generated

I have installed only Microsoft Access Database Engine 2010 Redistributable in the server since in the beginning the web browser version of CATvids showing me to install Microsoft Jet 4.0 but it didn't fixed the issue.

Please advise.

Try running both CATvids and CATweb with administrator privileges.
